What is a Review Panel?

The Review Panel of a EUROCORES programme is established when the Call for Proposals has been published. It is convened on request during the Peer Review process and possibly afterwards.

 Composition of the Review Panel:

  • International experts recommended by EUROCORES Funding Agencies and appointed by ESF

  • Chair is appointed by the ESF from amongst the RP members

  • ESF representative attends meeting (EUROCORES Programme Coordinator, no member)

  • Relevant ESF Head of Unit and/or EUROCORES Scheme Coordinator may attend as observer(s)

  • MC members may attend as observers

  • The membership in the Review Panel is personal

  • Review Panel membership is published

The ESF provides the secretariat to the Review Panel.

Mandate of the Review Panel:

At the outline proposals stage, the Review Panel:

  • Selects outline proposals according to the criteria published in the Call for Proposals (sifting)

  • May give recommendations concerning further development of the proposals (e.g. joining forces with other teams)

  • Provides written comments to explain its decisions to the proponents

 At the full proposal stage, the Review Panel:

  • Gives advice on the selection of referees for the assessment of full proposals (principally from a pool of referees provided by the EUROCORES Funding Agencies and the ESF) and suggests additional referees, if necessary

  • Recommends and ranks proposals on the basis of assessments by external referees and proponents’ responses, if relevant

  • Provides written comments to explain its decisions to the EUROCORES Funding Agencies and to the proponents

 During the running EUROCORES programme, the Review Panel:

  • Evaluates overall EUROCORES programme on the basis of achievements of CRPs through an Interim (Mid-Term) and Final Evaluation (additional independent external evaluation may be sought)

  • Advises Management Committee on request, e.g. concerning development Second Call
